Binsy Francis, Portfolio Director within the Enterprise Project Management Office, and Valerie Harr, Director, Commercial Health Enterprise, received the 2019 Tribute to Women in Industry (TWIN) award by the Young Women’s Christian Association (YWCA) of Union County. They were selected based on their exceptional talent and demonstrated leadership in their positions at Horizon BCBSNJ.
Ms. Francis and Ms. Harr were honored at the TWIN awards dinner in May 2019.
Binsy Francis joined Horizon BCBSNJ in 2009 as an Application Development Manager for Claims. Through the years she has progressed in her career to her current role as a Portfolio Director within the Enterprise Project Management Office. She is responsible for executing on key initiatives related to income growth and diversification supporting the Commercial and Government Programs business units. Her team of 30 project management professionals ensures that more than $42 million of strategic investments are delivered on time, on budget and on scope to drive the Company’s strategy.
Valerie Harr joined Horizon BCBSNJ in 2017. She provides direction and leadership to the Community Health team, while building strategic partnerships with hospital systems and community partners. Prior to joining Horizon BCBSNJ, Ms. Harr served as Deputy Commissioner at the NJ Department of Human Services; Director, State Medicaid and Children’s Health Insurance Program (CHIP); and Deputy Director and Budget Director at the Division of Medical Assistance and Health Services. Ms. Harr is a 2012 graduate of the Medicaid Leadership Institute.
The TWIN awards began in New Jersey in 1975. Now a national and international award program of the YWCA, the TWIN award recognizes companies that encourage high achievement by women and promote equal advancement opportunities for women with diverse backgrounds.
